His Excellency: Yes, to all flags.

Sir Joseph Kemp: Steam or actor vessels duly

registered by the Chinese Maritime Customs may trade

between Hong Kong and non-open ports of the Kwang provinces. Is it intended that ships registered

in that way should be allowed to take interport

trade. Say a registered ship leaves Hong Kong

for a round trip and passes ports A, B and C to

take cargo and passengers

Mr. Maze: It can trade between Treaty Port and

non-treaty Port or between two non-treaty Ports,

provided that it comes back to the Treaty Port. If I might suggest when this clause is being dealt with you might introduce the phraseology

of the "Inland Tater Regulations".
